      Most tech giants or Data Controllers who will need to comply with this EU regulation are US companies, eg M$, Google, Apple, Facebook, Twitter, etc. That is likely why there are no such similar US Federal Data Protection Law to protect American data-subjects = a form of trade protection for US tech giants ?

      Does M$-Win 10 really comply with the above ?
      Doesn’t M$’s servers, through Cortana and Edge, read your emails, browsing history, locally-stored files, etc, which are different from the data collected by M$ with the Basic setting for Telemetry & Data collection ?
      Have M$ gotten a clear consent from users of Cortana and Edge in Europe, instead of the compulsory “I agree” button for the Win 10 EULA ?
