I’ve been tasked wih putting all of our Human Resources employee forms into Access as reports. So far I haven’t had any issues or problems, except when it comes to one long form. It’s 6 pages long. I inserted page breaks, but it won’t let me add any more than 2 1/2 pages. The ruler shows the detail as being 22″, but the report is 2 1/2 pages (letter-sized paper). What am I doing wrong?

You aren’t doing anything wrong. The maximum width and height of a section on a form or report is 22″ (see Access specifications).
One workaround is to split the form over the report header, detail and report footer sections, or to create dummy group headers/footers.
Another workaround is to split the form over several reports, and to place these as subreports on a main report (setting the Can Grow property of the subreports and of the section that contains them to True).
Yet another method is to create the form in Word, and to use mailmerge to populate it with data from Access.
