multiple signatures on forward or reply (Outlook 2000)

We have a user that when forwarding or replying to an email, his signature block appears 3 times. It only appears once on a new email. This is happening if he uses html or rich text. Word is not set to be the email editor. We have tried deleting his existing signature block and creating a new one, but the same thing happens. All three are exactly the same so we are pretty sure they are all coming from the same place. He does have it set to automatically insert his signature on reply and/or forward. Any idea how to get only one to appear? Thanks
