msgsrv32 error message

I reformatted the hard drive of a 233 mhz, Cyrix motherboard system – loaded WIN 98. Intermittently I get error messages upon startup – usually involving msgsrv32. I went to the MS knowledge base and learned that the problem was with the PWL file. I deleted the PWL file, restarted, input the new password (none) but I still intermittently get the error message. Any suggestions.

How big of a process is that and where do I get a replacement as cheap as possible?
