For a pre-trial hearing, it’ll take me 4 hours. The hearing is to decide if the action will be proceeded.
It will change the entire course of the legal action. The defendant may opt for settling it out of court.
Then, is the said hearing a milestone or just a task?

I would view it as a task not a milestone. In Project a milestone is typically a task of 0 days duration. It has 4 hrs duration. You can make it a milestone by going to the Task Information dialog box in the Advanced tab there is a check box for make task a milestone, but the visual in the Gantt Chart is just the milestone marker for the start of the task. Like a lot of things in Project I usually go with what is easily recognized by those I am communicating the plan information to so simple is usually better.
