      The digital signatures for the alleged new files are all dated April 7, 2017.

      yup, a metadata revision only. AND KB4019206 is for Windows Server 2008 SP2, based on Windows Vista (NOT for Windows Server 2008 R2 which is based on Windows 7)

      expand the “Windows Server 2008 File Information” section of MS KB 4019206:

      The updated files begin with version 6.0.6002; NT 6.0 = Vista/Server 2008
