MSFT has now published a possible fix/ workaround dated 12th September to try:

And removing KB4512941 – and then restarting and letting the Sept Cumulative Update install (KB4515384) – I now get this after WU restarts the machine and I click on Start Menu

And of course I “sign out” as instructed and nothing works – same error after the restart.

Wow.

Thankful that this nonsense is on a VM and not a real machine that is in regular use.

The broken Start menu for some after installing KB4515384 has been acknowledged by Microsoft at https://docs.microsoft.com/en-us/windows/release-information/status-windows-10-1903#688msgdesc (and is mentioned in the article linked from the post immediately preceding yours in this thread).

All of my Win 10 installs are customized via MDT and all have almost every provisioned app stripped out.

I will not be changing my process to solve this issue.

I can confirm that once you remove KB4515384 – the system works fine.

about the recent search problems with the KB4515384 and the previous KB4512941 updates: are these v1903 users running privacy tools like O&OShutup10? that could be the reason as using outdated versions of O&OShutup10 can cause these recent updates for v1903 to go haywire.

O&O has recently posted a new version of O&OShutUp10 few days ago to deal with the search problems for 1903 (v1.6.1403)

I do not have anything like O&O here. But I do have a ton of provision apps removed, no Bing/Websearch, no Cortana activated etc etc.

As soon as I roll back to Build 18362.295 – all is well.

Anything beyond that completing kills the Start Menu.
