seems like you are referenced in Liam Tung’s recent ZDNet article about the recent problems with the KB4515384 update:

AskWoody LoungerSeptember 13, 2019 at 8:46 am #1950586It gets better here. After reading this Born posting:
And removing KB4512941 – and then restarting and letting the Sept Cumulative Update install (KB4515384) – I now get this after WU restarts the machine and I click on Start Menu
And of course I “sign out” as instructed and nothing works – same error after the restart.
Wow.
Thankful that this nonsense is on a VM and not a real machine that is in regular use.

AskWoody_MVPSeptember 13, 2019 at 9:45 am #1950634The broken Start menu for some after installing KB4515384 has been acknowledged by Microsoft at https://docs.microsoft.com/en-us/windows/release-information/status-windows-10-1903#688msgdesc (and is mentioned in the article linked from the post immediately preceding yours in this thread).

AskWoody_MVPSeptember 13, 2019 at 11:37 am #1950694about the recent search problems with the KB4515384 and the previous KB4512941 updates: are these v1903 users running privacy tools like O&OShutup10? that could be the reason as using outdated versions of O&OShutup10 can cause these recent updates for v1903 to go haywire.
O&O has recently posted a new version of O&OShutUp10 few days ago to deal with the search problems for 1903 (v1.6.1403)
