The issue is within the UUP delivery system, not CU itself
for some reason, UUP bundles the SSU KB4054022 and CU KB4054517 together
KB4054022 was also bundled with the previous CU KB4051963

This may be the reason why I had no problems with the doenload/install.
I still don’t trust UUP completely.

        My Settings are:
1703 CBB (which is ignored), 1709 SAC
        Defer feature updates 365 days
        Defer quality updates 0 days
In Group Policy Admin Templates\Windows components\Delivery Optimization = 99 Simple (simple download, no peering, HTTP, no DO)
In Group Policy Admin Templates\Windows components\Windows Updates ConfigureAutoUpdates is Enabled = 2 (ask download/install)

Yes.  Why doesn’t MS Support in the forum know this?  They keep saying to do things that essentially say at the end to reinstall the OS.

Well, Microsoft does not have a forum where real people provide customer support; and answers.microsoft.com is just running answer-bots, and some chit-chatters located overseas copy-paste nonsense..

Another month and another round of patching follies. When will MS get its act together and realize releasing buggy patches with seemly random screw ups is not a good way to keep customers? Not everyone needs Windows for what they do on a computer so there are options available for people. MS seems to be counting on inertia to keep customers which is recipe for failure in the long term.

Woody, In case you didn’t know, but Windows software developers have to run FCU to unlock features and support for new technology stacks (i.e. .NET Core/ASP.NET Core) in Visual Studio…

In the Computerworld “Woody On Windows” article there is a typo at the beginning of the seventh paragraph.  Should be “The KB 4054517 article” (not 40454517)

I would like to know how to stop KB4054517 from trying to download every time I shut down and restart my computer.  It will get to 99% and that’s all.  Then I get a failed to install.  I would like to stop this until Microsoft comes out with a fix.  I have not done anything to try to stop, because I’m not very technology literate.

You can read Woody’s ComputerWorld article linked in the main blog.
        Microsoft’s KB 4054517 article provides a workaround.

However, if you have the Home version, in the Settings App you can set your internet connection to “don’t download over metered connection.” If you have the Pro version, under Updates and security you can set it to “defer quality updates 30 days.”

Woody also has a ComputerWorld article on how to turn off Windows Update and another article on how to block Windows Update.

Article KB4054517 was changed today. Text “16299.15” was changed to “16299.125”.
