That’s been listed as a known issue with the latest 1809/Server 2019 cumulative update for a few days, with three alternative workarounds (which all disable the Variable Window Extension on WDS server):

KB4898499 seems to have caused an issue on my system where, after initiating a remote desktop session, minimizing it, and then attempting to return to it, the remote session display was completely black. Functionality other than the display (mouse, keyboard) wasn’t affected. Uninstalling KB4898499 appears to have restored the situation to normal.

KB4489881, the March W8.1 cumulative update also has the acknowledged bug for WDS. Move fast, break things!

the issue with “Windows Deployment Services server and PXE” also affects other Win10 versions, woody, like the 1803, 1709, 1703 and 1607 versions with their latest CUs.

the problem is not limited to just the 1809 version
