Merging cell together keeping preceding zeros

I need to join 2 cells together but keep the preceding zeros in the second cell
I’ve tried concatenate, =text, =value, copying to note book and repasting in
They all drop the leading zeros

first columns has my internal dept codes and second has budget code

ie col a = abc col b = 0025 result sought = abc-0025

Any ideas

manually entering data is not ideal as i have hundreds of rows
