LibreOffice installs & requires KB2999226: Bad Patch?

LibreOffice installs KB2999226 during its install and will not function without it. Is KB2999226 one of the patches that is recommended to avoid due to unwanted telemetry gathering?

KB2999226 is an update for Universal C Runtime in Windows. It is being sure that your version of C Runtime is updated to that whick Libre Office needs.

But KB3118401 supersedes KB2999226 for those using Windows 7 or Windows 8.x (unless you’re running Vista or Server 2008, in which Vista/2008 needs both KB2999226 & KB3118401 updates)
