Would it be wise for us to stay away from using Layers in our web pages? If yes, why?. If no, why?

Hey, I was altering our public web site! But that’s another story.
I tried to program NS4 layers when doing my “collapsing” FAQ and just could not figure out how to make it work. That’s not necessarily a reason to stay away from using layers, but the learning curve may involve a few blind alleys. (How’s that for mixing metaphors.)
This is my take on layers. Working at the VA we need to comply with the Americans with Disabilities Act. Layers can definitely be a problem in complying with that Act. Screen readers have a very difficult time determining what you are doing with layers.
The other issue I have with layers is that when printing the page, layers don’t always print where you think they will or where you would want them to print.
I started using layers last year and thought they were so cool. Using them definitely helped reduce the number of clicks for my users to get further into our website (quick navigation that is so important). Unfortunately, I have to redo my work because of the issues listed above.
