    Does a laptop need to be turned on in order to charge the battery? Can I just plug the laptop in to an electrical circuit and not turn it on?

      The laptop should not need to be turned on in order to charge the nbattery. Ther should be an indicator somewhere on your laptop that lights or blinks to show you are charging. consult your manual.

          What brand of Laptop is it? On my Sony’s the light goes off. On the Dell it just continues to flash.

      The laptop definitely does NOT need to be turned on to charge. We have 3 Sony Vaio and a Dell Inspiron in the family and all charge just fine without being turned on. The charge indicater is on the front of the Sony (LED light) and encircles the plug area and flashes on the Dell.

      Depends on the laptop. Some show amber while it is charging, then start blinking as it nears a full charge, and then turns green when fully charged. Check your manual or just observe what happens.
