No it’s not!
That link is for the July preview update KB5015878 for 20H2 (build 19042.1865), 21H1 (built 19043.1865) and 21H2 (build 19044.1865)
As pointed out by @b, it has absolutely “nothing” to do with the update for 22H2 (built 19045.1862) mentioned in the link in your initial post which uses KB5015684.

If so, perhaps you would be so kind to enlighten us all on what the outcomes are when WU recognises that Win10 22H2 is reportedly installed on the OS, when in fact, it’s not even there or activated?
