My two cents – I don’t think these are the “normal” first Tuesday, I think these are specific bug fixes.  So far most of them say

“use an extended range of supported characters.”

Or they’ve totally thrown the Patching calendar out the window.

“This update fixes an extended range of supported characters in some East Asian fonts for Microsoft PowerPoint.”

Some customer in an Asian country needs this fix.

Should the July 2023 Office non-security updates be installed?

Unless you have a specific need to install them, you should wait until Susan Bradley (Patch Lady) approves them and any problems have been reported. See the Master Patch List for status of the updates.
