AskWoody PlusAugust 18, 2019 at 9:39 am #1911377I do not know if it is the same message as I got but it reminds me of one I got that were caused by Controlled Folder Access ( a Ransomware Threat Mitigation) prohibiting programs from writing in certain folders. Are you getting a notice in Action center?
The related settings are at Windows Defender Security Center >> Ransomeware protection. One can turn this ‘feature’ off, it is annoying at times. I do not know how ill advisable that may be. You can add executables to ignore if it is causing problems. I get similar messages for which I can not ascribe accompanying problems. I have, however wondered why I DON’T have any problems 🙂

AskWoody LoungerAugust 18, 2019 at 9:57 pm #1911537There is a lot of stuff in Google about this error code, but it mostly applies to Windows Update, which is not the case with you. I did find one site which is more generic, and offers a range of solutions, so you might like to have a look at it:
https://troubleshooter.xyz/wiki/fix-error-code-0x80070002-the-system-cannot-find-the-file-specified/
I also use SUMO free, and have never had this error.

I have never understood the logic of installing software on Windows PCs (Windows OS isn’t fit for the task) when there are portable versions. Exception are real-time security software.
I am running Sumo portable for years. -
