Is it possible to use Small Business Server 2008 Premium to install only SQL Server 2008 and nothing else onto a Windows 7 PC?

You don’t install SQL via a server onto a PC.
If you need SQL on the PC, install it there. If it is a client server database, install SQL on the server.

I don’t believe it is possible. The install process that comes with SBS expects to do the SBS install first and then install SQL Server 2008. I would suggest you install the Express version of SQL Server 2008 – it’s a free download from Microsoft. And there isn’t that much difference between the two – SBS includes the workgroup version of SQL Server 2008.
