There are a number of different operators here providing international dialing. Each uses a different code. Seems Windows automatically uses ‘001’ . Is it possible to change this?

      1. Open the Phone and Modem Options control panel.
      2. Activate the Dialing Rules tab
      3. Click Edit to modify the existing location, or New to create a new one.
      4. Activate the General tab
      5. Specify the code to use for internatinal dialing in Dialing rules.

OK for step 1-4. Problem is that box ‘Use this carrier code to make international calls’ is greyed out. I have to change to ‘Country/region: United States’ to get this option. I don’t think it can be accessed by other countries. Do I have to move to the US?

Oops, I didn’t notice that. You could experiment with setting Country/region to United States, I don’t know if this has unexpected side effects.
