Is any way to prevent users to import my database without setting password? I did disable shift button, but it didn’t prevent users to import database.

All the shift button is to not display the database window when you enter a database.

Have you tried Access User Security?

You must either set a password on the database as a whole (Tools | Security | Set Database Password…), or apply user-level security. If you do neither, users will be able to import tables from your database into another database.
