One caveat on Skype: Microsoft is deprecating Skype for Business Online in favor of Teams as of 31 July 2021.  Skype for Business Server may or may not be impacted “for some users or geographies due to their requirements”.  Only consumer Skype seems to be safe at the moment.

Yes, you can still use all flavors of Skype for now, but it seems prudent to treat it as a band-aid, not a long term solution.

Can anyone suggest a way to make Skype in Linux Mint recognize my working USB camera?

Besides working fine in Skype in Windows 7, the camera works in Linux gnucview and Cheese. I have uninstalled and re-installed Skype. It will create a dev/video0 file. I installed all of the V4L1 and V4L2 files from the Software Mgr and ran terminal codes suggested in any related issues in my research online, including Linux and Skype  forums. I cannot get Skype to recognize the camera. I do not know how to perhaps give permission to Skype to access it?, although I can find no privacy options which would give me that option.

Any suggestions would be greatly appreciated.
