I set up a new laptop on (18/02/2023) Windows 10 Pro Build 19045.2728

8 Quality updates installed at the time.

Checked the laptop today before deployment.

    Unable to open display settings.

    Error: ms-settings:display

This file does not have an appp associated with itfor performing this action. Please install anapp or, if one is already installed , create an association in theDefault Apps Settingspage.

As it is a new system I took the risk and installed the deferred KB5023773 (Without the optional quality update) which fixed the issue.

Maybe this will help someone …

I’m going to guess that it was slightly not happy and a new patch just made it behave.  There’s nothing in the older updates that would have triggered this.

Indeed, easy solution as it was a new install.
