Usually if the update’s been downloaded, thwarting it isn’t as easy as clicking an arrow. (I’m also not sure what arrow is in a top right corner of a Windows window, but that just adds to my quandary.)

It look like the RED-X again. There is no ‘download and install’ only “Pick a Time”, “Restart Tonight,” or “Restart Now”.

Judging by “Pick a Time”, “Restart Tonight,” or “Restart Now” options it seems that the upgrade has been downloaded already.

AskWoody LoungerSeptember 6, 2019 at 5:29 am #1940167Hello Woody, yes at the beginning of September Windows Update on my W10 Home stated Windows 1903 was availabe for my 1809 computer all I had to do was click to download. Well I was having none of that so I ignored it. The same offering appeared for a couple of days and then the big yellow exclamation triangle appeared telling me “it” was ready!!! I was not prepred to proceed and ignored it once again. Mysteriously it disappeared and Update as usual said my computer was checked and up to date. It has stayed that was since. It reains a mystery to me and I put it down to MUS (Microsoft Update Syndrome) for which there has yet to be discovered a cure.
As an aside over the last few months the footpath from Soi Asoke to the Emporium has been replaced with astounding speed. On the non-Cambodian side of course. That side is still an obstacle course.

AskWoody_MVPSeptember 6, 2019 at 9:41 am #1940627For what it is worth and I am sorry if I can’t tell you exactly what I did initially that made the difference, I have been observing a change in Windows behavior using the same setup I have been using since the early days of Windows 10. Only tweaks on Windows 10 Pro using local group policies (ask before install, many days of delays for feature updates longer than official support date….) and turning off a few services that probably got turned back on after a feature update anyway, but no third-party software or esoteric tweaks. I try to stay as close to a normal set-up.
Usually, I would get a message that I needed to feature update, but as long as I didn’t restart Windows, I would never be forced to install the feature update. Surprisingly, I continued to receive patches a few weeks after support was officially over. I regularly got a warning/notification to feature update while working, but could just dismiss it and I never got feature upgraded without consent if I didn’t restart. It felt like Microsoft understood what kind of customer I was and just left me alone on my oldest possible version warning me I should update (yes, I know, it is just computerism as in animism).
However, on 1709, after it was out of support, I received a similar notification to yours on the computers running 1709. The update to 1803 was clearly downloaded and ready to deploy, but I wasn’t receiving patches no more like on earlier versions and the feature update wasn’t forced. So people were restarting computers and the update was there, ready to be installed at a click, hidden in Windows update, but it didn’t seem to actively notify and annoy automatically when working like the previous versions. Nobody talked to me about such a message. I think they just never saw it. Once I realized it happened to me because I check Windows update regularly to see what happens when my version goes out of support and I verified that others had the same behavior, I had to have them manually click on install to start the feature update and start getting patched again, but on 1803, which is expected since 1709 was out of support.
Funny thing, I wasn’t looking forward to 1803 because of the dreaded web searches, but to my surprise I never saw them. Maybe the forbidden consent to Cortana from group policy helped me avoid this. I reviewed group policies so long ago but in any case I was happy to not see them.
Maybe the fact I use download but ask to install, I am not a seeker, but I get notice of what is available but still retain some control.
Sorry if I can’t be more specific. I don’t have much time to tinker with Windows. I have work to do. I have a long procedure to be followed when we install a computer, but I can’t pinpoint exactly what combination would cause this behavior. I hope it still helps.

AskWoody MVPSeptember 6, 2019 at 9:52 am #1940642September 1 I booted into the B side of my laptop, which was still on 1809, (I don’t go there much; that was my work machine until I retired at the end of May) checked for updates, and let it do its thing. It downloaded and installed several, then offered the “Download and install” 1903, which I clicked on, and it successfully installed.
No issues.
Always create a fresh drive image before making system changes/Windows updates; you may need to start over!We all have our own reasons for doing the things that we do with our systems; we don't need anyone's approval, and we don't all have to do the same things.We were all once "Average Users".
