Microsoft 365 support posted the following update on X:
We’re investigating an issue in which users may be unable to access Outlook features and services. Additional details can be found under MO1020913 in the admin center.

It seems that M/S has a new Outlook so the old one is now Exchange. Mac users can simply delete their existing (old) Outlook email from the Internet Accounts on their Mac and then create a new email account by selecting “Microsoft Exchange” from the available choices. Create your “new” email account (don’t do it manually) and you are back in business. You can still use your outlook and/or msn email addresses and all your email files will come back!
There are some explanations of an incorrect application of a configuration rule that may explain what some users of Outlook have recently seen/
