When I add a new name into a new contact page, The first name ends up in the Last name field and the last name ends up in the first name field. If I switch them to the correct fields, the display for Full Name is “Last name First name” (no quotes and no comma). It is sorted by Display as and is correct! i.e. “Last name, First name” No matter what I do one of the displays is incorrect! I tried to find a fix for this on MS but it is not listed.

Have you checked the settings for Default “Full Name” (for new names) and Default “File As” (for display option) under Tools|Options|Preferences|Contact Options?
