FrontPage2002 Double load (FrontPage 2002)

I am using FrontPage 2002 with service releases and during authoring of a site all pages appear normal but when up-loaded to a web server the content of each page “doubles” appearing twice (or more) in the same page. This is not a frame issue, and I have been able to sometimes solve the problem by using a code compressor. I have administrative access to the IIS server and have tried reloading and repairing the front page extensions, but this does not work. Has anyone have any explanation for this?

egads! that sounds like the pages “include” themselves, somehow. Or perhaps, the top or bottom border includes the page as well?
