I always use Winamp 2 to generate WAVs from encoded MP3 audio. Right click on its tray icon, and navigate into Options – Preferences, and under Plug-ins – Output select the Nullsoft Disk Writer plug-in. You can select the target directory from there.

Another useful soft is MusicMatch Jukebox. The ver. I installed (7.00.0149) makes conversions from and to any of these formats: wav, mp3, wma. Hopefully the latest ver. retained this feature. I don’t update because the program works just fine and my experience with MMJB teaches “the newer the version, the more resources you gotta resign”.
BTW, MMJB is a CD rippin’ beast too (does the job in no time). A thread on MP3 encoding was in the spotlight two or three months ago, still it’s a good thing to remember.
