I’m afraid if really goofed this time. I created a startup disk and restarted my computer.
I did Format C: /s and cleaned up my hard drive.
Restarted computer and typed set up. The windows 98 started to install, I typed in the
product key and the computer did a compliance check.
Now it says I have nothing to upgrade.
    What do I do now?

Did the installer ask you for where your older version of Windows was?

This is normal for ALL OS upgrade version, a older version must be handy. If you have your Windows 95 CD , you can place it in the CD ROM when asked, and then select the location (drive letter) of the CD. After the installer finds the older version, swap out the 95 CD and place in the 98 CD, and continue the istall.
