Firewall OFF but Still Activates UAC (SP1)

On my system Windows firewall is turned off (since i have NIS firewall). However, I still get “Windows Firewall” UAC warnings from it. Any idea what’s going on?

From Control Panel open Security Center.
On the right pane, open Firewall list and look is NIS firewall recognized.
Then on the left pane click “Change the way Security Center alerts me” and select the option you want.
