Expand the taskbar?

Is there a way to expand the taskbar to to rows so that pinned apps are in one row leaving the second row for active apps?

This works in Win 7:
1) Right-click on the Taskbar
2) Uncheck ‘Lock the taskbar’
3) Place cursor across the top edge of the bar, and click-and-drag upward as needed. This is the same method as used for adjusting any variable-sized title or column.
4) Re-‘Lock the taskbar’
