If you need to set the environment variable per computer, then the best option is to use the built-in Administrator account. You can use the System applet in Control Panel or you can also set the variable per computer in the registry at HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlSession ManagerEnvironment

There is a useful guide at https://www.itechtics.com/customize-windows-environment-variables/
      – which also recommends some third party utilities for managing environment variables.

The native Windows utility can be located as follows:
Using Windows Explorer navigate to the System32 folder inside the Windows folder
      – normally this would be located at C:WindowsSystem32

      Locate the application file SystemPropertiesAdvanced.exe
      – right click and choose “Run as Administrator”
      – this should start the System Properties applet with full Admin rights
      – select the “Environment Variables” button at the bottom of the panel

You should then have full administrative rights to change everything
      – any restrictions or grayed out buttons might indicate a problem.

Libraries are not folders (directories), so cannot be used in the PATH environment variable.
