I’ve discovered something called “efficiency mode” which, I gather, is supposed to improve laptop performance.  But, it seems inefficient and unnecessary for desktop computers.  Worse, it can be turned on for individual apps, but cannot be turned off for apps (e.g. iTunes and Chrome) that the OS decides should always run in the mode.

Is there a way to turn off the function completely or, at least, exclude specific apps from being put in the mode?
