What is the best approach to duplicate a record that has a primary key?

Create two tables with a one to many relationship. Customer (the One table) and Permits (the Many table). Create a Form/Subform combination with the Customer table being the basis for the Main form and the Permit table being the basis for the subform. Both tables will have a CustomerID field with the Customer table having being the Primary key and CustomerID in the permit table being the Foreign key. The two forms will be linked on CustomerID. The Permit tables Primary key will be your unique ID for the permit numbers.
A customer returns needing a new permit. Select him/her in the main form and the subform will show you their history as well as allowing you to issue a new permit with a unique ID.
Hope I have this all correct and that it makes sense.

These are Parking Permits that are recommended by physicians to deserving patients/customers and are also abused by some customers. The physician, type of disability, customer address information is part of the history.
So the thought was to keep all data in one record.
When customer renews or looses Permit, I want to query Permit in question, review complete history, press Duplicate Record button, enter new unique Permit Number, issue date, etc into new record. When I get the
