Ever since upgrading old laptop, a Dell Inspiron 7580 of 2018 vintage, to Windows 11 24H2 from Windows 10, my upload speeds on my 900/100 broadband contract are between 400 and 500Mbps down but only 0.3Mbps up!

This is the same on Ethernet and on WiFi

I have no problem with my Inspiron 16 Plus 7640 on 23H2 where download and upload are full speed. Just checked at 902.88/106.72.

I have checked laptyop settings and I cannot find a reason for this problem.

It all seems to point to a Router problem, which is an EE Smart Hub Pro.

Any ideas where to go from here?

Have you checked your network chip for 24H2 compatibility ?

Try removing the driver and checking for new hardware / driver.

          @Alex, @Paul T, @Microfix,

          I’ve tried the following:

          Disable IPv6 – Result – no change.

          Reset IP stack -no change

          Installed drivers. – No change

Remove drive and check for new hardware. – Not tried yet

Netword Card not compatibl;e with 24H2. Promising – difficult to be absolute but neither network card nor WiFi card are validated against 24H2. This may be it?

It’s not the card, it’ll be the driver. Uninstall, reboot and let Windows choose a driver.

Then it’s an over the top reinstall.

First I disabled the Reaktek card, rebooted and checked the Intel WiFi AC 9260 on its own and the problem was still there.

Then I removed the Realtek driver and rebooted.
Windows then installed the Realtek Windows driver dated 18th October 2017.
I disabled the WiFi card and tried the Ookla test again.
Result was Download speed of 0.36Mbps!

Then I removed the WiFi driver and rebooted.
An Intel driver was leaded dated 29th March 2023.
      Result: 0.34Mbps.

So, I then tested downloading a 4.5GB file from my NAS and the Reaktek connection achieved 660Mbps, and WiFi about 550Gbps

So,I’m left with the question: What interaction is there between the laptop and my Router that reduces download speeds from WAN connections?

Check for response time / hops to a site you use to upload running ‘tracert’ command

@John, after a MSFT answers search, came across a similar situation to yours from 4 months ago with a resolution to try.

What’s the output from the following command in the cmd prompt?

      netsh interface tcp show global

See link below with answer from Rob Alter:

Now ‘Receive Window Auto-Tuning Level’ has been checked, it rules out any issues associated there 🙂

You could try Realtek direct for your NIC drivers:
Last update 2025-03-28 which is likely attributed to Win11 24H2 in the NDIS driver package. (backup/ image first)

          Realtek PCIe Ethernet Controller Driver..
Firstly, dig and establish exact details from your device manager,
then try downloading the NDIS driver package for your device.

        @Alex5723, Tracert attached to live.com.

Also, I sent a 25MB email from the laptop and watched Task Manager. The upload speed varied between 0.3 and 0.7Mbps.

          Delivery Optimization :

          Upld2

    • #2764608

@Alex5723, I use Windows Security, no non-microsoft app for A/V.

My Broadband is nominally 900Mbps/110Mbps, and with my other laptop running 23H2 the Ookla Speedtest app generally achieves around 930Mbps/110Mbps.

I don’t use Delivery Optimisation on either of my laptops, it is switched off.

I tried my Inspiron 15 7580 again today and foundthe following:

      On speed.cloudflare.com using IPv6
      516Mbps down/114Mbps up and
      548Mbps down/90.3Mbps up

On Speedtest.com desktop App using IPv4
      448.76Mbps down/0.24Mbps up.

I was sure I had tried this before but maybe not.

      Where should I now look?

I had to hold the end of the RJ45 cable into the main network socket as thelocking flap has broken off. My alternative is to use a Dell USB-c adaptor, which seems to halve the download speed.

I retried speed.cloudflare.com and the IPv6 uploadspeed has reverted to the 0.3Mbps agaim

If the locking tab on the ethernet cable is missing, then your connection to the router is not reliable and you’ll get the sort of results you’re experiencing.

The solution is simple, buy a new cable!

A good quality 10 ft Cat6 ethernet cable is $5 or less.

    • #2772205

Sorry @n0ads I should have been more accurate. It’s the plastic flap that is part of the laptop that has snapped off. It looks flimsy but it survived 7 years.

@Alex5723, I’ve received the amazon adaptor – actually ASIX AX88179, and installed latest 64bit drivers from ASIX.
Tried my usual internet speedtest software and apart from a couple of rogue spikes to 9Mbps using wi-fi as comparion, Upload speed is around 0.3Mbps . This on IPv4 and IPv6.

For comparison, Uploading a 1.04GB file to my NAS took 12 seconds, peaking at around 880Mbps!!

Further comparison: My newer Dell laptop achieved 860/113 via cloudflare (on IPv6) and 929/108 via stand-alone Ookla Speedtest app on IPv4.

      Still very puzzled!

@Alex5723, I see it’s a possibility but I don’t have a clear picture of the relationship between the network card, the WiFi card and the fact that the slow upload occurs only for external sites and not my NAS.

Is there some crafy scenario that means a subtle change in the protocol required can make that difference? If so what? I feel that understanding more of the why will enable a solution to be found (or determine there is none at the mement!).

Having started using the Amazon/ASIX dongle and different drivers and still getting the problem, is it possible that the existing network card (or maybe even a dodgy connection on it?) could be the problem?

Until you perform a clean Windows install you won’t know if it’s hardware or software.

You could try booting from a Linux USB (Mint Xfce) to see what speeds you get, without having to reload Windows.

The result was 863Mbps down and 114Mbps up. (IPv6)

              Speedtest.net gave 919Mbps Down and 106.9 up. (IPv4)

I’m going to ask a stupid question.
In Settings\Network & Internet\Ethernet – Do you have Metered Connections set to ON? or restricted bandwidth there?
      I know. obvious dumb question…..

      • #2772792

        No restrictions @PKCano, not metered.

      John-

Having read through all of your responses so far, I just want to clarify something that may have been overlooked.

From what I can tell, you’re having the s l o w upload speed on BOTH wired AND wireless connections with traffic going from your computer with 24H2 to the internet, but your speed is fine with traffic staying between your computer with 24H2 and your NAS, correct?

Also, did you ever try installing the latest Realtek driver(s) for your Ethernet port as suggested by @Microfix in this post above?

      • #2772921

@Bob99, you are correct that external connection uploads are slow but internal ones not.

Yes, I did try the latest Realtek drivers but they did not solve the problem.

          John,

At this point, I believe that something went wrong within Windows during your upgrade from Windows 10 22H2 to Windows 11 24H2, since you’re having the problem on both wired and wireless.

If you haven’t already, I’d follow @Paul-T ‘s advice in this post above and see if the problem exists using that Linux USB stick.

If your speed is fine using the Linux USB stick, then, as I see it, you have two options:

Either try an over-the-top repair installation of Windows 11 24H2 as mentioned by @Alex5723 in this post of his above (where he says “…then repair/install” and the “repair/install” is in blue, so it’s a link to a page here on AskWoody on just how to do that procedure).

Or, bite the bullet and perform a clean install of Windows 11 24H2 as suggested in the already-mentioned post of Paul’s.

@Bob99, see my response to @PaulT.

Without installing any special drivers, the Download and Upload speeds are as expected!!!

Is it better now to reinstall Windows 11 24H2 from scratch?

            Or another approach?

              Make an image backup.
              Try over the top again.
              Then install from scratch.

              cheers, Paul

Your network driver may be listed in Microsoft vulnerable driver block list.
In this case reinstalling 24H2 won’t help.

Try first by disabling Microsoft vulnerable driver block list, and test again

      Or, replace your network card

      • #2773622

@Alex5723, I disabled the Vulnerable Driver Block List, clean restarted and tried again but, no change.

Given that Mint was able to drive the internet uploads at the correct speed, is it the network card, or the Windows drivers causing the problem?

Given that Mint was able to drive the internet uploads at the correct speed

It seems more likely it is the driver.

I have now completed an over-the-top reinstall and the results have not changed.

So, I guess its a full clean reinstall!

I have now completed a fresh install of 24H2 to 26100.4061.

The first thing I ran was Cloudflare’s Speed tool.
      Result:  870/114 (IPv6)

      Then Ookla Speedtest 928.88/107.71 (IPv4)

All accomplished with standard Windows drivers.

So, I guess that answers the question. With lots of useful suggestions including @Bob99 who suggested a partial failure when updating to 24H2 which seems to be the solution!

I’d like to thank all of you who stuck by my saga and helped me identify the problem.
