We are thinking of having a toolbar / dialog box / something similar that is partically hidden when not in use and fully displayed when required. I have seen something like this with other applications (normally with a pin somewhere to lock it into position). Is this sort of thing possible with Excel / VBA?

You can resize a userform on the fly. You could place a command button on the userform to reduce/restore its size. See for example Pieterse’s Name Manager utility.
