“do you want to close all tabs” fix not working in Edge

I am using the latest version of EDGE. It’s default, when you want to close, is to close all tabs. If you don’t want EDGE to use the default, you have to make a well documented change to the Registry. I have made that change, but the tabs still close without asking if I want all the tabs to close. As anyone else had this problem, and if so, have you found a solution?
