I use Winaero Tweaker … it allows many default behaviors to be changed in Windows 10– and it is free. Donations are accepted– but not required. Used it for years without any issues. Shut off telemetry / customize nearly everything. There are even links from the program that explain exactly how each ‘Tweak’ works.

O&O ShutUp 10 is another popular privacy / telemetry control – disable type program. It has recently, around Dec 2019, been updated. Check out these links for more information, ghacks has a nice review, and the YouTube 5:40 minute video by Britec is very informative, even tho it is from 22 June 2018, well worth watching to get familar with the program.
