Attached is a snapshot of my custom outline numbering, based on styles.
I’m trying to get the tabs to be equal in spacing.
Any ideas?

Use the set for all levels feature in the multilevel list or list style dialog where you can set a value for additional indent for each level. You can set the position for the tab that follows the number on the right side of the dialog. To fix the spacing in the TOC, add the same tab setting to the appropriate TOC paragraph style settings.
Because you may still have to struggle to get consistent spacing when the numbers become two or more digits (1.22.1.5.177, say), I follow the number with a space (no tab).

I add one no-break space (Ctrl+Shft+spacebar) after the formatting in the Enter formatting for number box, and I specify Space in the Follow number with dropdown. You can add more no-break spaces or even em or en spaces. Since we can’t access the symbol dialog from the numbering dialog, the em and en spaces will have to be in the clipboard or have keyboard shortcuts assigned to them.
When using legal numbering, some people right align the number so that the text that follows the number will be at the same position, but the number itself will move a bit to the left. 1.1.1 obviously takes up less space than 1.18.10, and in the case of the latter, the text will be closer to the end of the number… or it might advance to the next tab.
