It’s been a while since I created a Google account; however, whenever I’ve run into a situation where I’m asked to provide a cellphone number in order to verify a new account (via SMS), there’s usually an option to verify using a different method. I’m almost positive that Google offers other options as well. Good luck.

See How can I get a landline phone number verified on my Google account?
You can verify by phone and Google will call you instead of sending a text:
Open a desktop browser, not a mobile browser or the mobile app.
Click the “verify by phone” link and the (SEND CODE) button will change to a (Call) button.

The few times I’ve tried that (verify to my landline), Nomorobo blocks the call and, since the verification call is automated, there’s no way that Nomorobo’s workaround for humans who are using a robo dialer can work.  🙁

Hopefully @DavidofIN doesn’t have that happen!

BTW, I’ve tried each time to report the verification numbers as legitimate numbers that don’t need blocking/erroneously blocked, but to no avail.  🙁
