    I am a bit lost here, because I do not have  much facts so to describe the issue.

    I was after to activate a Microsoft scrip, this is a diagnostic that aloud OS to make a report of how much protected this is against Spectre and Meltdown.

    The developer of this tool, he is a person working for Microsoft as security specialist.

    The script in order to run,  it should be activated some sort of tunneling at  .NET framework web communication,  I did find the command line, I did run it,  script worked, Spectre and Meltdown OS report this is formed.  The report its not that easy to be understood from any one who is not an windows security specialist.

    tunneling at  .NET framework web communication, this requiring a change at security policy, for few seconds I become the security policy administrator, and saved a copy of the standard windows configuration (due command line) prior making any change, then I did revert back the security policy by loading the saved one (due the command line).

    Suddenly my Gigabyte motherboard drivers update software, this succeed also connecting at Gigabyte server (previously it was not).   I am assuming that my action it did helped .NET framework web communication (to truly be active).

    But now the system appears much slower from power on up to login,  but after that there is not any other performance impact.   I have a very snappy professional workstation.

    EDIT:  Today I do not have memory of the command line, neither something gets recorded at event logs.

      Slow boot times may just be an artefact of recently installed updates and will settle over the next day or two.

      Let us know in a few days it it’s still an issue.

      I did find again the instructions which I did originally follow.

      First Script command :

      Install-Module SpeculationControl
      $SaveExecutionPolicy = Get-ExecutionPolicy
      Set-ExecutionPolicy RemoteSigned -Scope Currentuser

      To reset the execution policy to its original settings after you’re done,
      run the following command:

      Set-ExecutionPolicy $SaveExecutionPolicy -Scope Currentuser
      

      So is there any other way for me to inspect Windows Execution-Policy status? as verification that it is unaltered?

      In PowerShell: Get-ExecutionPolicy
      It should be “restricted”.

      To determine current execution policies, I would check (in PowerShell, of course):

      Get-ExecutionPolicy -List

      and see the output. The above command lists execution policies for each scope.

      Maybe the Microsoft page will be useful for you.

        This is my report results.   The delay puzzling me, this is after admin Logon,  I have here about six seconds of waiting until my windows desktop loads, and then I am able to use the PC.

        What is the default  .. Scope ExecutionPolicy .. At Win 7 Pro?  (CurrentUser & LocalMachine )

      This could be some software you have installed.
      Did you install anything before the delay started?

        Nothing new were installed.

        But neither I am after to restrict the entire system,  more than the necessary or standard level.

        After login due account with admin credentials, it appears again the Windows welcome screen, for a few seconds, instead immediately loading windows desktop.  I can only speculate, that windows OS this now activates some sort of a windows service, more frequently than before.  It might be the software layer about running scripts, that now activates at user login, and this increases windows desktop loading time.  Because scripting engine this run at highest priority.

        I am still puzzled, should I accept the new functionality as useful feature?  Gigabyte software updater this is now able to connect ( and or this is now not blocked from connecting at their servers).   From the other hand entire PC hardware this is not fresh, I am in control of all device drivers, I did manually install anything freshest, while Gigabyte updater this does not include the freshest drivers as recommendation.  Because  they do not care any more for proper Win7 drivers support.

        For now I will simply monitor entire system activity, for a few weeks time. Regarding system security, for as long I am using solely trusted software, this has my approval too at using or running scripts.    All my software it is paid,  Win7-Pro this is retail blue box.
