I’m formatting a report for somone and she wants a title page for each chapter,

    Chapter 1
    (a blank space here)
    The blah blah

But in the TOC, she wants it to show as

    Chapter 1 The blah blah

How can I get the chapter heading to show on one line with out the line breaks in the TOC, but have it split on the title pages in the report?

When the document has been finalized, select the TOC and update it (press F9).
With the TOC still selected, press Ctrl+Shift+F9 to unlink the field, i.e. convert it from a field to just text.
You can then post-process the TOC to meet the requirements.

If you use Soft Returns (Shift-Enter) to split the lines of the headings in the body of the document then these get ignored in the TOC and will show the way you describe.
