I change time zones a lot and spend a month here and a month there. When I set the new time zone, all of my All Day Events in the calendar change to some 24 hr period over two days. This includes birthdays, anniversaries, etc. Even when I go back to the time where I originally set them they still change.

Is there a way to set an all day event and have it stay as an all day event on a specific day?

No. MS has done a lousy job implementing All Day Events; they are ‘pinned’ to midnight to midnight time perod, not to the date. This means that time zone changes and changes to and from daylight savings throw them off.
