        If you are having some issue with your system where it won’t boot all the way or it will boot and then die immediately, this allows you to change your environment setting debug options, disabling some hardware, putting limits on memory and cpu usage. One or more of these may be required to isolate and identify the source of a problem.

            No. You can still boot into safe mode in Vista. This is changing system settings and still doing a regular boot so you get the regular drivers and services loaded while trying to debug a problem.
