He also links to his report on the impact of the Office privacy settings (the diagnostic data levels) on the output of diagnostic data by Office.
Bottom line (literally, on page 25):
It is important to note that partially or fully disabling the output of diagnostic data
produced by Office limits Microsoft‘s ability to diagnose and remediate problems in using Office
So the report presents a significant disadvantage without highlighting a single advantage of limiting telemetry.
For many years, Microsoft has stated that the diagnostic/usage data (i.e. telemetry) collected in Office and Windows helps resolve problems in addition to providing product usage data. IMO, they could do themselves a world of good if they would present some solid information about issues resolved using telemetry.

Using Office/Microsoft 365, but I do not have a regvalue of “DisableTelemetry”. Instead, at the same location, is one named “sendtelemetry” which has a value of “1”. Is this effectively the same? Does the “1” mean that it will or will not send telemetry?

Total confusion. On going back into the registry, I found that “sendtelemetry” was now set to “3”. So evidently it is not an on/off switch. Further searching found this explanation. The value “3” seems to mean “don’t send anything”. How it was changed from “1” to “3” is something else.

Office 365 is based on telemetry, disabling it too hard will affect an prevent the user from seeing or using some fancy features
so it’s best used with Office 2019 only
