    Should I be concerned that I am being offered this today?  Also I am being told for the first time today that 2004 is ready for my machine.

      There is a report of that patch being re-issued this month.

      The MS page shows it’s now for 1909.

      The 2004 update is probably a coincidence. To stop it updating, see this thread.

      yes i have searched the error code. all of the fixes haven’t worked i cant even reset my computer
