      I copied the error codes as-is, not retyped.

      Bitlocker service is present and on Manual.

      re: KB5000841 : KB4490628, KB4474419, KB4538483 are in place, but KB4575903 appears not to be – it was never offered in WU – now installed.  KB4592510 was also in place (Jan 16); attempted reinstallation.

      re: article: noted.  Nothing extra there I think for action.

      I shall now find out whether KB4575903 was the problem … using the standalone installer it appears to have succeeded (and according to Event Viewer, OK) – no reboot required.

      The question is why that critical item was not installed?

      (KB3133977 seems not to be relevant, given a bit more searching, so am giving up on  trying that one for now, at least.)

      Update for Windows 7 for x64-based Systems (KB3133977) : Failed (8004402F)

      I think that the error code actually is 8024402F. This code means:

      WU_E_PT_ECP_SUCCEEDED_WITH_ERRORS External cab file processing completed with some errors.

      You probably got the above error because Bitlocker is not supported in your version of Windows 7. Please check your installed updates to see if KB3133977 actually is installed.

      2021-03 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB5000841): Failed (800F0826)

      This error code means:

      CBS_E_PENDING_VICTIM Package failed to install because another pended package failed.

      Please review the KB5000841 article and make sure that you have installed all of the prerequisites which are listed in the article.

      Since December I have been unable to update the Monthly Security Rollup.  My ESU is good, and verified.  SCANNOW finds no problem, likewise CHKDSK.

      I have been through several reset procedures, including this one in full:

      No joy:

      Update for Windows 7 for x64-based Systems (KB3133977) : Failed  (8004402F)

      2021-03 Security Monthly Quality Rollup for Windows 7 for x64-based Systems (KB5000841): Failed (800F0826)

      Event ID 20 is all that I get, after numerous reboots: the initial report is success (!), but on reboot the installation gets to 98% and reverts.

      Has anyone any idea what could be wrong, how to fix it, or even identify the problem?

      Get your settings right, uninstall\hide the tlelmetry. Chkdsk, and sfc just check the integrity of the file system, are just CYA. No need to go through the cleaning of the datastore unless you have other problems.

      You will need KB3133977, KB4474419 (Sept date=latest), KB4490628, and KB4516655 in that order for using Windows Update. Install the first two, reboot, wait after login until the install completes. The two SSUs have to be installed exclusively, so install one, reboot even if it doesn’t ask, wait till the install finishes, then install the other and reboot. Leave the pciclearstalecache alone, it’s there if you encounter network problems but probably not necessary.

      Hide the Rollups back to where you stopped updating then install all the old patches. Watch out for the telemetry and nag patches. Then, start installing the Rollups according to the points in the procedure. Those points are chosen b/c MS fixed some problems. You should probably end up with the Nov 2019 patches at the end. Watch for the SSUs in between before you unhide the next batch of Rollups (KB4516655 is not the latest) b/c they won’t show up in the queue until it’s empty and they have to be installed by themselves.

      Starting from your first link at your August 21st post at step one. Most of step 1-2 are done but I’ll double check just to make sure. I ran the up date twice and hid some updates. Should I start with a fresh unbidden scan? Kb3133977 is not installed. Should I add that to the others on my desktop? If so what’s the order to install the updates on my desktop? I’ve done all the scans suggested no problems. Since windows updates without failing to install do I need to reset windows update? Like I mentioned I had most of the step completed but I’ll go over them just to make sure.

      Group B, Windows 7 / Windows 8.1 64 bit.

      Previously in the beginning of September I patched my systems from May 2019 to August 2019 patch level. I installed the June 2019 to August 2019 updates in the following order for my Windows 7 systems :

      KB4508772 (Update superseding KB4503269, the Jun 2019 Security-only update)
      KB4506976 (.NET 3.5.1 Security-only update Jul 2019)
      KB4506966 (.NET 4.5.2 Security-only update Jul 2019)
      KB4507456 (Security-only update Jul 2019)
      KB3133977 (BitLocker update)
      KB4474419 (SHA-2 update v2)
      KB4511872 (IE11 Cumulative Security update Aug 2019)
      KB4517297 (Update superseding KB4512486, the Aug 2019 Security-only update)

      I just completed patching one of my Windows 7 systems from August 2019 to November 2019 patch level. I installed the Sep 2019 to Nov 2019 updates in the following order :

      KB4474419 (SHA-2 update v3)
      KB4516655 (Servicing Stack update)
      KB4516033 (Security-only update Sep 2019)
      KB4520003 (Security-only update Oct 2019)
      KB4525106 (IE11 Cumulative Security update Nov 2019)
      KB4523206 (Servicing Stack update)
      KB4525233 (Security-only update Nov 2019)

      The system appears to be working fine afterwards. Will continue to patch other Windows 7 / Windows 8.1 systems in due course.

      Hope for the best. Prepare for the worst.

      I didn’t install KB3133977 Bitlocker and I am all caught up to October now. Is there still a need to install KB3133977 anyway or that was only needed as a workaround for the August patches for select configurations and I am past that point now?

      Before you get started, you will need to download the following updates. These are direct MS Catalog download links, so when you click on them, the files will download. SAVE them in a folder on the computer desktop.

      KB4490628 2019-03 Servicing Stack
      KB4516655 2019-09 Servicing Stach
      KB4474419 2019-09 Security Update (SHA-2 coding v.2)
      pciclearstalecache
      (FYI KB3133977 is already installed.)

      The first few steps need to be done offline. Disconnect the PC from the Internet (turn off WiFi) so that it doesn’t reconnect on reboot.

      Step 1: Get your settings right.
      Settings external to Windows Update (to reduce telemetry):
      1. In Action Center\Maintenance\Settings – Windows Error Reporting is set to “Never check for solutions.”
      2. In Action Center\Change Action Center settings\Related settings: CEIP is set to “No” and Problem reporting is set to “No.”
      3. In Administrative Tools\Services – Diagnostics Tracking Service is Disabled. (If is’t not there, it WILL be installed once you start using the Monthly Rollups.)
      4. In Administrative Tools\Task Scheduler\Library\Microsoft\Windows – all tasks under Application Experience, Autochk, and CEIP are Disabled.
      5. Smart Screen Filter is turned OFF in IE11 in Win7/8.1 and on the desktop in Win8.1
      6. Bing is not the default search engine in IE11 and IE11 is not my default browser.

      Windows Update Settings:
      1. CHECKED “Give me recommended updates the same way I receive important updates”
      2. CHECKED “Give me updates for other MS products”
      3. Windows Updates set to “Never check for updates (Not recommended)”

      I’d really like to stick with your advice and continue in the direction you’ve already had me on.  So I will continue patching and appreciate any help/directions you’re able to provide me.  I remember reading through the thread you provided above  several times last week when you first posted it and have just went through it again. I also reviewed the link you had provided that referenced (KB3133977) and the affect this WU was having on certain Asus Motherboards.

      I can see that (KB3133977) is on my list of Installed Updates and with my laptop motherboard having UEFI and the fact that it seems to be booting and running fine, am I correct to assume that I’m all good with respect the (KB3133977) problem some were experiencing?

      This has always been a great laptop and smokin fast running windows 7 64bit, right up until that last batch up updates that screwed it up. I’m a fast learner, will follow your advice/directions and would really appreciate your continued assistance.

      If you will let me know what, if any, system information, screenshots of the Installed updates or anything else you need from me, I have the day off today and will get it right over to you. Thanks again for all your help.

      There is something you should know about ASUS motherboards. Start with the instructions from ASUS found in the link in this post. It is important to be aware of this because one of the required updates is KB3133977.

      Depending on the ISO you have downloaded, you may have over 200 updates pending. Or, there was a Windows ISO made in November 2018, and if that’s the one you get there won’t be as many.

      Also, you might look through this thread starting here. I recently stepped a User through an update. Look for the steps we took. The updates that were installed after Oct 2016 and again after Dec 2017 were chosen for a purpose – at points where problems had been ironed out.

      KB4490628 was already installed on 5-5-2019.  The download and install of KB3133977 went fine. So now I have both KB3133977 and Kb4490628 installed as you advised me to do.

      Now, can I do the same for KB4516655 as I did for KB3133977?  That is, just go to the Microsoft Update Catalog and down load and install the proper version of KB4516655 for my machine?

      Hi PK,

      I have not been experiencing operational problems or errors but wanted to prepare for the Sept update. I have always installed Important Updates when presented without hesitation. Some install failures in Aug had to be repeated to Success and then I came on here to be enlightened to the recent Microsoft shenanigans.

      The only Servicing Stack update intalled on my Win 7 Home Premium SP1 64 bit (Acer E1-572 laptop) is KB4490628. KB4516655 was never presented for update. Incidentally KB3133977 was never installed either and presumably not presented for update too.

      Then following your advice:

      Servicing Stack Updates have to be installed exclusively (by themselves). They will not show up until there are no other pending updates in the Important Update list. If there are any other updates in the Important Update list, hide them temporarily and check for updates.

      … …I hid the latest 2019-09 important updates (Sept patch plus KB4474419) and checked for updates and the 2019-10 Quality Roll-up is presented. I tried to retore the hidden ones but nothing appears. I then hid the 2019-10 and when I checked to retore hidden updates again, 2019-10 is back again for selection.

      What would you advise my next steps should be?

      Do Servicing Stack Updates get rolled up and I am not seeing them?

      Why is it customary for MS to use the KB codes more than once as evidenced in the Malicious Software Removal Tool updates?

      Do you have KB3133977 (2016Bitlocker patch). KB4474419 (SHA-2 coding update dated 9/9), and KB4490628 (SSU) installed on your computer?
