Sure looks like it.

The Update Catalog doesn’t have an entry for KB 4014504, the “Security and Quality Rollup for the .NET Framework 3.5.1 for Windows 7 and Windows Server 2008 R2: May 9, 2017”

I’m seeing reports of problems all over the place….
